The Indian Armed Forces have decided to go for common annual confidential reports to aid cross-services postings, essential to create “jointness & integration” among the three services, as military moves towards the creation of integrated theatre commands, defence sources said Friday.
The move comes after the recent cross-service postings of a large number of officers, reported by The Indian Express earlier.
Presently, for posting in combined or tri-services appointments, system is based on parent service-specific parameter.
The sources said a need was felt to synergise the appraisal system for undertaking tasks in the various tri-services appointments identified in the Armed Forces.
They said initially, common Confidential Reports (CR) for two and three-star officers of Armed Forces would be implemented within three to four months.
“This will be instrumental in achieving commonality in procedures, assessments and lead to better outcomes, thereby contributing to jointness and integration,” the source added.
As per the sources, the step will lead to better identification and selection of officers for tri-services appointments in the Command, Staff or Instructional channels, based on suitability.
The move assumes significance as employment of officers in tri-services organisations and environment will increase in the near future with the Armed Forces progressing towards joint structures and organisations.
A second source said the future aim is to have common system-based appraisal reviews, which can easily incorporate cross service deployments. The current system differs vastly. The idea is to have a common appraisal system which will encompass jointness and support service specific requirements as well.
