From a modest school in Karol Bagh to a renowned college in Delhi University’s North Campus, Sri Guru Tegh Bahadur Khalsa College is a nod to the resilience and thirst for learning among post-Partition refugees. Named after Guru Tegh Bahadur, the ninth Sikh Guru who is considered the spiritual successor of Guru Nanak, the founder of Sikhism, the college has its own Gurdwara — the only one in North campus. It was in 1951 that the Delhi Gurdwara Parbandhak Committee mulled establishing a college in the university enclave to serve educational needs of Punjabi refugees — a place where teaching of Punjabi language and promotion of Punjabi culture could take place. At a meeting at Bangla Sahib Gurdwara, community leaders such as Sardar Baisakha Singh agreed to take the lead in this regard. An amount of Rs 2 lakh was deposited with Delhi University and in June 1951, the college began to function as a constituent college of DU.

CM Arvind Kejriwal has called for the second meeting of the National Capital Civil Services Authority — with the transfer and posting of civil servants deputed to serve in Delhi on the agenda — at his residence on June 28.
Following the first meeting of the National Capital Civil Services Authority, Delhi Chief Minister Arvind Kejriwal called the newly constituted body ‘futile’ and said that the Delhi government will move the Supreme Court against the Centre’s ordinance. “BJP lost four elections badly in Delhi. They have no hope of winning Delhi for the next several years. So they have tried to capture Delhi through this ordinance,” he said.
Traffic was briefly affected on Tuesday morning in Uttam Nagar area when residents, more than a hundred in number, demonstrated against water supply issue in the area, police said.
A senior police officer said that around 8.30 am, about 100 to 150 people came out for the protest. They protested for around an hour over issues related to water supply in their area. Later, they were dispersed from the area, the officer said.
📌 BJP lost four elections badly in Delhi. They have no hope of winning Delhi for the next several years. So BJP has tried to capture Delhi through this ordinance.
📌 This ordinance places officers above the ministers, the chief minister and the cabinet.
📌 Now the final decision in every department will not be of the minister, but of the department secretary. The Secretary can overrule the decision of the Minister.
📌 Above the cabinet will be the chief secretary who will decide which decision of the cabinet is correct.
📌 In order to reverse the decision of the CM in the authority, two officers were placed above the CM.
📌 No proposal can be brought in the cabinet without the consent of the officers.
📌 So all the decisions will now be taken by the officers. And the central government will have direct control over these officers. In this way, after losing the election, BJP wants to run the Delhi government by stealth.
Highlighting the "alarming" surge in crimes, Delhi Chief Minister Arvind Kejriwal has proposed a meeting of the cabinet with the Lieutenant Governor to discuss the matter.
In a letter dated June 19, he wrote to LG V K Saxena over the rising crimes in the national capital and the dire need to deliberate on the issue.
"The seriousness of the situation can be gauged from the heart rending fact that four murders have taken place during last 24 hours in different parts of Delhi," read the letter.
"As a responsible citizen and representative of over 2 crore Delhi residents, I express my willingness to extend full cooperation in ensuring the rule of law and safeguard the interests of the people in the NCT of Delhi," it said.
"I propose a meeting of my cabinet colleagues with your goodself for a meaningful discussion on this important issue," he added. (PTI)
Delhi Chief Minister Arvind Kejriwal Tuesday asked L-G V K Saxena to take immediate steps with regard to policing in the capital in the wake of what he alleged was an alarming spurt in crime with four murders in just over 24 hours.
Kejriwal alleged that citizens were feeling unsafe and left with no alternative but to hire private security guards because police presence was visibly missing on the ground. Kejriwal has been saying the national capital would be a safer city if law and order came under the Delhi government instead of the Centre through the L-G. (Read More)

Delhi L-G VK Saxena directed Labour Department to develop online Single Window System for granting approval to shops and businesses proposing to operate 24x7 in Delhi. He also approved exemptions to 155 such shops.
"What is the need of such authority? So, all these things show that, we will take all these things and points to the Supreme Court. And I believe that we will get relief from the Supreme Court on this matter. We also believe and hope that all the parties will also support us in the Rajya Sabha, if the ordinance comes in Rajya Sabha and we will win," CM Arvind Kejriwal said.
Following the first meeting of the National Capital Civil Services Authority, Delhi Chief Minister Arvind Kejriwal called the newly constituted body ‘futile’ and said that the Delhi government will move the Supreme Court against the Centre’s ordinance. He also said that the ordinance, through which the Authority was constituted, has made bureaucrats “the boss” of ministers.
"The Centre through this ordinance has made the bureaucrats the boss of all the ministers, gave power to the Chief Secretary to decide on the decisions taken by the cabinet and the L-G who has been given power to overturn any decisions taken by the cabinet, which is the supreme body of the elected government.
Now, they formed a three member Civil Services Authority and put two bureaucrats on the head of the Chief Minister. The exercise of this authority is so futile," Kejriwal said in a press conference after the meeting.
"The first meeting of this authority was held today and they wanted to suspend an officer. In this regard, I received a file about 15 days ago, in the last week of May. They wanted to suspend an officer. I read the file, and I had 3-4 queries and clarifications after reading it. So, I wrote in the file, that these are my queries, Please provide me the answers, after that I will tell you the date and venue where the meeting can be held. I did not get that file back. The file went straight to the L-G and it was written on the file that two out of the three have agreed to the decision, so it has been approved.
Now, they will always vote and agree on any matter. They are appointed by the centre and I am the only person who is not being listened to. They rejected any clarifications or queries put up by me and sent them to L-G, who then approved it and suspended the officer," he added.
In a first, Municipal Corporation schools will start a new audio series of stories for its students, as part of an exercise on storytelling, by the last week of June.

Under this, every evening around 7-8 pm, a story will be uploaded on our edulive portal,” said MCD mentor and coordinator Kumar Akhilesh.

Education Minister Atishi on Monday visited University College London (UCL) in the United Kingdom to discuss potential partnerships with UCL’s leadership, focusing on capacity-building training for teachers and school administrators from the Municipal Corporation of Delhi (MCD) primary schools.
“Education has always been the priority of the Chief Minister Arvind Kejriwal-led government. After Delhi government schools, now our focus is on MCD schools and revolutionising the education system in them is our priority. In order to make the MCD schools world-class education institutions, it is important for us to let MCD teachers explore the education trends across the world. Partnership with institutions like UCL will help us do so,” said Atishi.
Training gang members in posh hotels in Mumbai, setting up fake company offices in Delhi and Mumbai and opening multiple bank accounts dealing in Rs 5 crore a week — the latest entrant in the ‘work from home’ scam scene has managed to dupe thousands of over Rs 100 crore since March.
This week, Delhi Police busted the gang’s ‘accounts’ module and arrested three men. The main accused, who run the Telegram and WhatsApp groups that lure victims, are yet to be traced.
According to police, the complainants alleged they would receive messages on social media offering a lucrative ‘work from home’ gig. Once they agreed, the victims would be directed to join a Telegram group.

In a letter to Delhi L-G V K Saxena, Chief Minister Arvind Kejriwal flagged the capital’s “deteriorating” law and order situation, terming it “extremely serious”. “Seriousness of the situation can be gauged from a heart rending fact that four murders have taken place during last 24 hours in different parts of Delhi,” he wrote.
Kejriwal further alleged that every citizen feels unsafe, and underlined that the L-G and the Union Home Minister are directly responsible for the city’s law and order. He asked for the reinstatement of Thana Level Committees — which have both local police officials and elected MLAs as members in addition to citizens’ representatives — so that the situation can be improved with the participation of all three.
